State pensioners in the UK are facing new monthly tax charges as HM Revenue and Customs (HMRC) begins recovering Winter Fuel Payments issued last year. The charges, averaging around £17 per month, affect households with incomes above £35,000.
Why Pensioners Are Paying More
The extra tax is designed to reclaim Winter Fuel Payments made during the 2025 to 2026 tax year to pensioner households exceeding the £35,000 income threshold. These payments, which typically range from £100 to £300, will now be recovered automatically via changes to pensioners’ tax codes for the 2026 to 2027 tax year.
For those using Self Assessment online, the repayment will appear pre-populated in their 2025–2026 tax return, due by January 31, 2027. Paper filers must add the repayment manually by October 31, 2026.
According to HMRC, pensioners who received a £200 Winter Fuel Payment will see their monthly tax increase by roughly £17 until the payment is fully recovered.
How the Tax Code Change Works
HMRC explained the calculation for basic rate taxpayers using an example: a pensioner with a total income of £37,710, including a private pension and State Pension, who received a £200 Winter Fuel Payment would have their Personal Allowance reduced, resulting in a new tax code of K39. This adjustment ensures the repayment is spread across monthly PAYE deductions.
The process began in April 2026, and pensioners should have received notifications from HMRC confirming the change. The extra tax will be deducted automatically, and pensioners cannot repay the amount in advance.
Nationwide Recovery Applies Across the UK
The repayment system applies to all UK regions, including Scotland, where the payment is called the Pension Age Winter Heating Payment, and Northern Ireland, where the Department for Work and Pensions handled disbursements on behalf of the Northern Ireland Executive. Recovery applies only to pensioners above the income threshold who received the payment last year and did not opt out.
HMRC Warns Against Scams
HMRC has urged pensioners to remain vigilant for fraud. Criminals sometimes impersonate HMRC via letters, emails, phone calls or texts to demand repayment or request bank details.
Myrtle Lloyd, HMRC’s Chief Customer Officer, stated: “There is no need to call HMRC to confirm your repayment. Use our online tool at GOV.UK to check if and how your Winter Fuel Payment will be recovered. HMRC will never ask for bank details by email or text.”
With the automatic recovery now underway, affected pensioners should review their tax codes and use official channels to confirm their repayments, avoiding scams and ensuring the correct deductions are applied.
