Millions of older people in the UK are preparing to receive their Winter Fuel Payment from November 2026. But the Department for Work and Pensions (DWP) has confirmed that six groups will remain excluded, even as the government restores wider access to the seasonal support.
Winter Fuel Payments Are Set to Arrive From Mid-November
The first Winter Fuel Payments are expected to arrive from November 15, according to Birmingham Live, which reported the DWP’s eligibility guidance on November 7.
Most eligible pensioners will receive their money automatically, without submitting a new application. Payments are scheduled throughout November and December 2026, providing financial assistance during the colder months.
The DWP also expects eligible recipients to receive a letter during October or November confirming the amount they will receive.
The payment is designed to help older households meet winter heating expenses. Yet reaching State Pension age, currently 66 and gradually rising to 67, does not automatically guarantee eligibility.
Several conditions relating to residence, immigration status, institutional care and benefits can prevent someone from receiving the money.

Six Groups That Will Not Receive the Winter Fuel Payment
The DWP has identified six categories of people who are excluded under the eligibility rules for winter 2026.
People who normally live outside England, Wales or Northern Ireland. Those whose usual residence is elsewhere are not covered by this payment scheme.
People temporarily visiting the eligible countries. Anyone visiting England, Wales or Northern Ireland during the qualifying week of September 21–27, 2026, but normally living elsewhere, is excluded.
Certain long-term hospital patients. People who received free hospital treatment throughout the qualifying week and the preceding year do not qualify.
People subject to immigration restrictions. Individuals who require permission to enter the UK and whose immigration conditions prohibit access to public funds are ineligible.
People in prison. Anyone imprisoned throughout the qualifying week of September 21–27, 2026, cannot receive the payment.
Certain care home residents receiving benefits. People receiving Universal Credit, Pension Credit or income-related Employment and Support Allowance who have lived in a care home continuously since June 29, 2026, or earlier are excluded.
These exclusions mean that some people who meet the age requirement will still receive no payment this winter.
The Payments Follow a Major Change in Government Policy
The 2026 payment schedule follows a political dispute over financial support for pensioners.
Under former Chancellor Rachel Reeves, the government introduced means-testing restrictions that generated opposition, including criticism from Labour MPs concerned about older households losing winter assistance.
The subsequent restoration of broader eligibility has been linked to the government led by Prime Minister Andy Burnham, following his replacement of Sir Keir Starmer, with John Healey succeeding Reeves as Chancellor.
Despite the wider availability of support, the DWP’s published exclusions continue to determine which pensioners qualify.
DWP Issues Warning About Fraudulent Payment Messages
The department has also warned pensioners to remain alert to scams as payment notifications begin arriving.
Fraudsters may impersonate government services through telephone calls, emails or text messages, particularly during periods when households expect financial assistance.
The DWP advises recipients to be suspicious of unexpected messages requesting sensitive personal information, including bank account details or passwords.
Most eligible recipients should receive their Winter Fuel Payment automatically during November or December 2026.
