The $70 million scheme was approved as part of Governor JB Pritzker’s financial year 2027 budget. According to the Illinois Department of Human Services, about 100,000 residents are expected to receive support beginning on 1 August, with further payments issued each month until the available funding is exhausted.
Why Thousands of Illinois Residents Lost SNAP Support
The payments are aimed at people whose SNAP benefits ended because they did not meet, and were not exempt from, the federal work requirement. The rule applies to able-bodied adults aged 18 to 64 who do not live with a child aged 13 or younger and who have no other qualifying exemption.
Those affected must work, volunteer, take part in an approved employment program or complete community service for an average of 20 hours a week, equal to 80 hours a month. Adults who do not meet the requirement may receive SNAP for only three months during the fixed three-year period running from 1 January 2024 to 31 December 2026.
Illinois had previously operated under a statewide federal waiver. According to IDHS, recent changes to federal law prevented the state from renewing that waiver after it expired on 31 January 2026. Benefit losses began on 1 May after affected recipients used their three countable months.
By July 2026, nearly 150,000 Illinois residents had lost SNAP benefits because of the federal changes. State officials said some people later regained assistance, but nearly 100,000 remained without SNAP coverage. Governor Pritzker said the state program would offer some relief to households facing higher food and household costs, while also arguing that Illinois could not fully replace the federal assistance that had been withdrawn.
How the FRESH Payments Will Be Distributed
Eligible residents do not need to submit an application or complete additional paperwork. IDHS will identify qualifying households automatically and send them a notice confirming that a payment will be issued.
Each eligible person can receive the $400 payment only once. According to the department’s guidance, households qualify when a member has lost SNAP after using the three permitted months, has not regained eligibility and does not meet an exemption from the work requirement.
Payments will be deposited as cash benefits on Illinois Link cards. Recipients can use the money at locations that accept Link or withdraw it from an ATM. People who no longer have their card can request a replacement through EBTedge or by calling 1-800-678-LINK.
Households that lost benefits after 1 May and before 1 August are due to receive payments by 1 August. From August 2026 through June 2027, newly eligible households will receive the benefit after the 16th day of the month in which SNAP coverage ends, provided program funds remain available.
Receiving a FRESH payment will not affect eligibility for Temporary Assistance for Needy Families, AABD Cash, Medicaid or similar programs. People who later meet the work requirement for 30 days, or become exempt, may regain SNAP eligibility under the federal rules.
