The Blue Badge scheme offers valuable parking privileges for people with mobility issues, helping them park closer to essential locations and making it easier to travel. In Scotland, many individuals automatically qualify for a £20 parking permit, but there are also circumstances where others may be eligible.
Who Automatically Qualifies for a Blue Badge?
In Scotland, there are several situations where individuals automatically qualify for a Blue Badge. If you are under 16 and have a letter confirming your eligibility from your visual impairment care team, you qualify. For those 16 and over, if you are registered or certified as severely sight impaired, you will automatically be eligible for a Blue Badge.
Additionally, if you receive the higher rate of the mobility component of Disability Living Allowance (DLA) or Personal Independence Payment (PIP), you automatically qualify. Specifically, if you score 8 points or more in the ‘moving around‘ section of your PIP assessment or 12 points in the ‘planning and following a journey‘ area, you qualify for the scheme.
Individuals who previously received the higher mobility rate of DLA or are appealing their PIP decision are also automatically eligible for a Blue Badge. For those on Adult Disability Payment (ADP), if you’ve been awarded 8 points or more in the moving around activity, or 12 points in the planning and following a journey activity, you can also qualify for a Blue Badge.
If you are receiving the War Pensioners’ Mobility Supplement or have been awarded a lump sum from tariffs 1 to 8 of the Armed Forces Compensation Scheme and have been certified as having a permanent and substantial disability, you also automatically qualify.
Other Circumstances for Eligibility
Even if you do not meet the automatic criteria, you may still be eligible for a Blue Badge. This includes individuals who have a substantial disability lasting at least 12 months that prevents them from walking, or significantly impairs their ability to walk. Those who regularly drive but cannot use parking meters due to a severe disability affecting both arms may also qualify.
Parents responsible for a child under 3 years old who requires medical treatment or uses bulky medical equipment that cannot be easily carried are eligible for a Blue Badge. Additionally, if you have a mental health condition that impacts your awareness of traffic dangers when making journeys, you may also qualify, though you will need to contact your local council for an assessment.
How to Apply for a Blue Badge
Applications are processed through your local council and can typically be made online. When applying, you will need to provide a recent digital photo, proof of identity (such as a passport, birth certificate, or driving license), proof of address (such as a Council Tax bill or government letter), and any benefits documentation.
