Medicare Plans Are Getting a Massive Payment Increase, But Will Your Health Benefits Change?

The federal government has announced that private insurers offering Medicare Advantage plans will receive $13 billion more in payments in 2027. The increase will affect a program used by about 35 million Americans, but it remains unclear how much of the additional funding will translate into changes for policyholders.

Medicare Advantage plans will publish their 2027 details during the annual open enrollment period, which runs from October 15 to December 7. Until then, beneficiaries will not know exactly how insurers intend to use the additional funds or whether their premiums, benefits, and coverage options will change.

How Insurers May Use the Additional Funding

Medicare Advantage insurers have different options for using higher payments from the federal government. According to The Motley Fool, federal rules require plans to spend at least 85% of their revenue on plan-covered services, including supplemental benefits, while up to 15% can be used for administrative expenses and corporate profits.

Those covered services can include additional benefits such as dental, vision, hearing coverage, fitness programs, and other supplemental offerings. Insurers may also use additional funding to adjust premiums or manage rising medical costs.

The increase does not automatically require insurers to make specific improvements for members. There is no direct rule connecting federal payment increases with particular changes to individual Medicare Advantage plans. As a result, beneficiaries will need to review their plan information when the 2027 options become available.

The changes may vary widely between insurers. Some plans could modify benefits, while others may focus on maintaining existing coverage or addressing costs associated with medical care.

What Beneficiaries Should Review During Open Enrollment

When Medicare Advantage plans release their 2027 details, beneficiaries can compare several areas to understand whether their coverage has changed. These include monthly premiums, out-of-pocket maximums, supplemental benefits, prescription drug coverage, cost-sharing requirements, and provider networks.

Provider networks are one area that can change even when other benefits are expanded. According to The Motley Fool, insurers may sometimes reduce the geographic scope of their networks while adding or adjusting supplemental benefits.

Beneficiaries whose plans leave their coverage area will have seven weeks during open enrollment to consider other Medicare Advantage options, if available, or evaluate whether traditional Medicare better fits their needs.

The payment increase comes as Medicare Advantage continues to grow amid changing healthcare costs and an aging population. According to Inside Health Policy, Medicare Advantage stakeholders had urged the Trump administration to finalize a higher payment rate, warning that reductions could affect seniors’ choices and benefits during the open enrollment period.

The final impact of the $13 billion increase will depend on decisions made by individual insurers. For people enrolled in Medicare Advantage, the most important information will become available when the 2027 plan details are released in the fall.
