Cash ISA Boost For Over-65s And Pensioners As Andy Burnham Confirms 2027 Rules

Over-65s and state pensioners will keep the full £20,000 Cash ISA allowance from 2027, while other savers face a lower cash savings limit under the government’s planned ISA reform.

The UK government’s planned Cash ISA reform will reduce the annual cash deposit limit for most savers to £12,000 from April 2027, while people aged over 65 and state pensioners will keep the existing £20,000 allowance.

The change, originally announced under former Chancellor Rachel Reeves, is expected to continue under Andy Burnham’s government and Chancellor John Healey, who has indicated that he wants continuity with previous economic policies.

Older Savers Receive Exception from Cash ISA Reduction

According to the Express, the new rules will introduce a separate protection for older savers, allowing those aged over 65 to continue depositing up to £20,000 a year into Cash ISAs.

The current state pension age is 66 and is scheduled to rise to 67, meaning all state pensioners will qualify for the exemption. People aged 65 who have not yet reached state pension age will also benefit from the protected allowance.

For other savers, the Cash ISA limit will fall from £20,000 to £12,000, although the overall ISA allowance will remain unchanged at £20,000.

Government Redirects Part of ISA Allowance Towards Investments

Under the new system, savers who want to use the full £20,000 annual ISA allowance will need to place the remaining £8,000 into investment products such as Stocks and Shares ISAs.

Rachel Reeves said the reform was designed to encourage more investment through the ISA system while keeping the wider tax-free savings framework in place.

The Chancellor told MPs: “From April 2027, I will reform our Isa system, keeping the full £20,000 allowance while designating £8,000 of it exclusively for investment, with over-65s retaining the full cash allowance.

“And thanks to our changes to financial advice and guidance, banks will be able to guide savers to better choices for their hard-earned money.

“Over 50% of the Isa market – including Hargreaves Lansdown, HSBC, Lloyds, Vanguard and Barclays – have signed up to launch new online hubs to help people invest here in Britain.”

Existing Cash ISA Deposits Will Not be Affected

The reform will apply to future contributions rather than money already held in Cash ISAs. Savers who regularly exceed the future cash limit will need to consider alternative options before the rules begin.

Cash ISAs have faced increasing scrutiny as policymakers debate whether too much household savings remain in cash rather than being invested. The government has also explored new online guidance tools aimed at helping people understand investment choices.

The planned changes are scheduled to take effect on April 6, 2027.

John Healey Expected to Continue ISA Policy after Leadership Change

Andy Burnham’s Chancellor John Healey has not announced a full set of spending plans or detailed costings, but he is not expected to reverse the ISA reforms introduced by his predecessor.

Healey has said he wants continuity with the previous government’s approach, leaving the Cash ISA changes on course for implementation.

The Department of Finance’s planned ISA reforms remain scheduled for April 6, 2027.
