The exemption can eliminate the charge entirely for eligible residents, while others may qualify for discounts of 25% or more.

Seven Medical Conditions That Could Qualify for Council Tax Relief

According to Birmingham Live, money-saving expert Martin Lewis has highlighted a Council Tax exemption available to people officially classified as severely mentally impaired.

The rules can apply to individuals affected by seven conditions identified by Lewis: dementia, including Alzheimer’s disease, Parkinson’s disease, severe learning difficulties, multiple sclerosis, complications from cerebral palsy, and cognitive impairments following a stroke.

These conditions are examples rather than an exhaustive eligibility list. A diagnosis alone does not establish entitlement, and each application must meet specific medical requirements.

Mr Lewis added: “This all depends on each person’s individual case and be aware that simply having been diagnosed with one of these conditions doesn’t automatically mean they qualify for the discount – a doctor must also certify they are ‘severely mentally impaired’.”

He also stressed that medical certification is free, stating: “GPs are not allowed to charge you for severe mental impairment certification.”

©Shutterstock

A Second Requirement Determines Who Can Claim

Medical certification is only the first step. Applicants must also meet a qualifying benefits requirement, although the rules differ slightly across England, Scotland and Wales.

Mr Lewis went on:

“The person also needs to be receiving at least one of the benefits below (in Scotland, being eligible for but not actually receiving the benefit can be enough, though it varies by council).”

The qualifying payments include Incapacity Benefit, Attendance Allowance, Severe Disablement Allowance, Disability Living Allowance with the middle- or higher-rate care component, and Personal Independence Payment with either the standard or enhanced daily living component.

Other qualifying benefits include Constant Attendance Allowance, Armed Forces Independence Payment, Unemployability Supplement or Allowance, certain increases in Disablement Pension, and Income Support containing a disability premium.

In England and Wales, qualifying Universal Credit awards containing a limited capability for work or work-related activity element may also satisfy the requirement. Scotland has additional provisions covering certain tax credits, Employment and Support Allowance, and Universal Credit.

When a Household Can Receive a 100% Discount

The amount deducted depends on the household’s composition and how its residents are treated under Council Tax rules.

A qualifying person who lives alone can receive a 100% exemption, reducing their bill to zero. The same can apply where every resident qualifies as severely mentally impaired.

If a qualifying individual lives with one adult who remains liable for Council Tax, a 25% discount generally applies. Other household arrangements may produce different reductions depending on whether additional residents are disregarded.

Applications are handled by local councils, which assess medical certification, qualifying benefits and household circumstances.

Families Report Council Tax Refunds Worth Thousands

The financial benefits can extend beyond future bills. Some households have secured substantial refunds after discovering they qualified for relief in previous years.

One MoneySavingExpert reader reported: “My aunt received a refund worth over £7,000 and won’t have to pay Council Tax again.”

The reader explained that her aunt, aged 96, had been profoundly deaf since birth and subsequently developed dementia. The refund would help cover her care needs.

Another reader described a similar experience involving a 92-year-old relative with dementia.

“Thanks so much for the tip about this Council Tax discount, I’d never heard of it. My aunt, who has dementia, just received a refund from her council for £4,200,” the reader explained.

The family also reported that the exemption would save approximately £1,200 per year on future Council Tax bills.

Some UK households could see their Council Tax bills drop to £0 under little-known rules.
