The changes have raised concerns about additional charges for disabled people who depend on their cars for essential journeys.

The scheme, used by approximately 915,000 disabled people, allows those receiving qualifying mobility benefits to exchange their allowance for a vehicle lease. Ministers have now clarified the additional support available to customers with higher travel requirements, including those living in rural communities where access to everyday services often involves longer journeys.

Motability Mileage Allowance Halved Under New Rules

The changes, introduced on 1 July 2026, reduced the standard annual mileage allowance from 20,000 to 10,000 miles for customers ordering new vehicles. Drivers exceeding their allowance may face additional mileage charges.

According to the Mirror, Motability said the reduction was necessary to address rising costs and government tax changes that would otherwise have added approximately £1,100 to each lease.

The decision prompted criticism from disability campaigners and rural representatives, while tens of thousands of people signed a parliamentary petition calling for the changes to be halted.

Plaid Cymru MP Liz Saville Roberts subsequently asked the DWP what measures were being taken to protect customers with high essential mileage requirements from disproportionate charges. She also questioned whether ministers had discussed the potential consequences for disabled people living in rural areas.

Responding to both questions, DWP minister Sir Stephen Timms explained that customers travelling more than 3,000 miles annually for essential healthcare, education or employment purposes could qualify for additional mileage support.

Eligible customers can receive reduced excess mileage charges for approved journeys above that threshold. Leisure and holiday travel are excluded, while applications can be submitted when ordering a vehicle or during an existing lease. Eligibility depends on individual circumstances and supporting evidence.

DWP clarifies extra mileage support as Motability allowance falls from 20,000 to 10,000 miles ©Motability Operations

Rural Drivers Offered Additional Mileage As Concerns Continue

The scheme also provides an additional 3,000 miles annually for certain customers living in the most rural areas, where travelling to essential services can involve considerable distances.

Motability Operations has identified qualifying locations using government data measuring typical journey times to facilities including healthcare providers, schools and grocery shops.

According to the Countryside Alliance, rural residents in England can travel substantially further each year than urban residents. In some rural areas, average annual travel exceeds 9,000 miles per person, compared with approximately 5,500 to 6,500 miles in urban areas.

The organisation warned in May that reducing the allowance could disproportionately affect disabled rural drivers, particularly those who rely on private vehicles because public transport does not adequately meet their needs.

It urged the Motability Foundation to introduce a general exemption for rural residents rather than relying solely on individual exceptions.

Timms confirmed that the scheme operates independently of government, with decisions concerning lease conditions, mileage allowances and additional support remaining the responsibility of Motability.

The scale of the programme is substantial. According to Motability Operations figures updated in October 2026, approximately 915,000 disabled people leased vehicles through the scheme as of 1 April 2026.
