The figure represents 9.5% of expected demand, compared with 10% in the previous winter. Neso said electricity demand had increased, with data centres, electric vehicles and heat pumps among the factors contributing to higher consumption.

Britain Has Less Spare Power Capacity

The projected de-rated margin is the amount of generation capacity expected to remain available during periods of high demand, such as a cold winter spell.

For the coming winter, Neso forecasts a margin of 5.9GW, equivalent to 9.5% of demand. Last year’s forecast stood at 6.1GW, or 10%. This is the first year since the outbreak of the Ukraine war in 2022 that the forecast margin has fallen.

Neso said the electricity system remains capable of meeting demand during the forthcoming winter.

Credit: Econostrum

Renewable Capacity Makes The Picture More Complicated

Britain’s total electricity generation capacity has increased from 127GW to 137GW over the past year. Much of that additional capacity comes from renewable sources, including wind power.

Renewables can generate large amounts of electricity when weather conditions are favourable, but their output can vary. Gas and nuclear generation can provide different forms of supply when demand is high.

Neso therefore uses a calculation that takes the reliability of different generation sources into account. The methodology used this year gives wind farms a higher reliability rating than the previous approach.

Under last year’s methodology, the winter margin would have been 5.2GW, or 8.4% of demand.

It’s not been a great week for confidence in energy system.

On Monday, NESO was exposed as having a culture and management that prevented workers from speaking out or reporting the truth of the massive strain the drive towards a ‘net zero’ grid was putting on the ability to keep…
— Andrew Bowie MP (@AndrewBowie_MP) October 23, 2026

Electricity Imports Are Part Of The Winter Plan

Neso’s forecast also relies on Britain being able to draw electricity from neighbouring European countries when domestic demand is particularly high. On the coldest days, without electricity imports from the Continent, the projected safety margin could be eliminated.

This reliance on interconnection means conditions in neighbouring electricity markets can also matter when Britain faces periods of high demand.

Government Cannot Rule Out Blackouts

Jonathan Brearley, permanent secretary at the Department for Energy Security and Net Zero, told MPs that the government could not guarantee that power cuts would never occur.

“We can never guarantee the lights won’t go out,” he told the Public Accounts Committee. He added that every electricity system faced risks.

The comments came after an independent report raised concerns among Neso control-room engineers about managing the electricity network during the transition towards renewable energy.

Neso Says The System Remains Secure

Neso said Britain’s electricity supplies were “sufficient for the forthcoming winter” and expected to remain secure. Deborah Petterson, Neso’s director of resilience, said the organisation expected the country to have enough generation to meet demand during colder weather and periods of greater pressure on the system.

She pointed to Britain’s diverse mix of generation sources and described the electricity system as resilient. Ofgem chief executive Tim Jarvis also acknowledged that there were risks associated with the government’s plans to upgrade the electricity network.

Clean Energy Target Faces Delivery Pressure

The warnings come as the government works towards its target of powering Britain with clean electricity by 2030. Brearley told MPs that upgrading the electricity network at the required pace could prove difficult.

He said there would be risks around a programme of this scale, with some factors under the control of government and network companies and others outside their control. Transmission companies are responsible for delivering the required network infrastructure.

Higher Demand Is Adding Pressure

Electricity consumption is rising as more parts of the economy move away from fossil fuels. The growth of electric vehicles and heat pumps is adding household electricity demand.

Large data centres are another source of growing consumption as investment in digital infrastructure and artificial intelligence expands. At the same time, Britain’s electricity system is undergoing a major shift towards renewable generation.

The combination means the country needs enough generation, network capacity and interconnection to cope with periods when electricity demand is particularly high.

Winter Gas Supplies Are Expected To Be Secure

National Gas also published its winter outlook on Friday. It expects Britain’s gas supplies to be secure during the winter, while warning that prices could rise sharply.

The two outlooks point to a winter in which physical energy supplies are expected to be available, but where higher demand, international markets and changing generation patterns could create additional pressure.

For households and businesses, the immediate message from the electricity system operator is that supplies are expected to be sufficient. The narrower projected safety margin nevertheless highlights the importance of generation capacity and electricity imports during the coldest periods.

Britain is heading into winter with fresh concerns over the resilience of its electricity system.
