According to the Birmingham Mail, Baroness Casey\u2019s independent Commission is expected to report in summer 2027 after considering <strong>public deliberation <\/strong>and continuing cross-party talks, while questions remain over how much individuals could still be asked to contribute towards care.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Funding Plans Centre on Public Spending and Changes to the Pension Triple Lock<\/strong><\/h2>\n\n\n\n<p>Burnham said the planned National Care Service would be fully funded from within the <strong>public spending envelope<\/strong> and would not rely on borrowing. He also said that savings generated by scrapping the state pension triple lock from the next parliament would be directed towards the care system.<\/p>\n\n\n\n<p>According to the Birmingham Mail, Burnham said the future system was intended to give people \u201cpeace of mind\u201d that their \u201chomes and their savings\u201d would be protected if they required care in later life. The precise extent of that protection, though, has not yet been set out in detail.<\/p>\n\n\n\n<p>One unresolved issue is whether households would still have to meet some care-related costs themselves. The <a href=\"https:\/\/www.birminghammail.co.uk\/news\/midlands-news\/andy-burnham-government-update-care-34698325\" target=\"_blank\" rel=\"noopener\">BirminghamMail <\/a>notes that the Danish care system expects individuals to pay for <strong>accommodation <\/strong>in care homes, raising a question over whether a similar distinction between care and accommodation could emerge under the proposed model in England.<\/p>\n\n\n\n<p>Labour has said the service \u201cwill be fully funded \u2013 and not through borrowing\u201d. Baroness Casey is expected to recommend how the system could be financed as part of the work of her independent Commission. According to Woolnough, the King\u2019s Fund\u2019s work shows that delayed discharge currently costs the health service \u00a32.7 billion a year, but social care problems are not the sole cause of those delays.<\/p>\n\n\n\n<p>Woolnough said the Government also had options it could use immediately to ease pressure on people using the current care system, rather than waiting several more years for wider reform to be introduced.<\/p>\n\n\n\n<p><strong>Natasha Curry<\/strong>, deputy director of policy at the Nuffield Trust, welcomed the Prime Minister\u2019s commitment to social care after what she described as decades of neglect. She said the speech nevertheless left significant questions unanswered.<\/p>\n\n\n\n<p>Those questions include how the proposed National Care Service would differ from the existing system, who would qualify for \u201cfree\u201d care, and which forms of support would be included.
