251 people were killed or seriously injured<\/strong> in crashes involving a young driver during 2024.<\/p>\n\n\n\nIn 65 percent of those cases, officials determined that the young driver was at fault.<\/p>\n\n\n\n
The new licensing structure is intended to give inexperienced motorists more time behind the wheel before they can take a practical test and to reduce some of the higher-risk situations encountered immediately after passing.<\/p>\n\n\n\n
Night driving with other young passengers has attracted particular attention because newly qualified motorists can face added distractions while they are still developing experience on the road.<\/p>\n\n\n\n
Similar Restrictions Could be Considered Elsewhere in the UK<\/h2>\n\n\n\n
The changes currently apply in Northern Ireland, but policymakers have also examined tougher rules for learners in other parts of the UK.<\/p>\n\n\n\n
The Independent reports that proposals under consideration include a minimum learning period for learner drivers<\/strong>, potentially requiring motorists to wait six months between their theory test and practical driving test.<\/p>\n\n\n\nSuch a measure would primarily affect teenagers and drivers in their early 20s, who make up a large share of people learning to drive.<\/p>\n\n\n\n
Figures cited in the report show that drivers under 25 represented around 6 percent of licence holders<\/strong> but were involved in 24 percent of fatal and serious crashes in 2024<\/strong>.<\/p>\n\n\n\nMinisters have argued that longer learning periods could reduce collisions by as much as 32 percent, based on evidence drawn from other countries.<\/p>\n\n\n\n
Under the existing system in much of the UK, a person can begin learning to drive on public roads at 17. There has traditionally been no fixed six-month minimum period that every learner must complete before attempting the practical test.<\/p>\n\n\n\n
A mandatory waiting period would represent a significant change for learners who pass their theory test quickly and are otherwise ready to book their practical examination.<\/p>\n\n\n\n
Older Drivers Could also Face New Eyesight Requirements<\/h2>\n\n\n\n
Separate proposals are targeting another part of the driving population: motorists in their 70s.<\/p>\n\n\n\n
Rather than requiring older drivers to retake the full driving test, policymakers have considered introducing mandatory eyesight checks every three years<\/strong> as part of the licence renewal process.<\/p>\n\n\n\nDrivers aged 70 and over currently need to renew their licence every three years. They must declare that they meet the required eyesight standard and report certain medical conditions that could affect their ability to drive.<\/p>\n\n\n\n
Under the proposed system, self-declaration would no longer be sufficient for eyesight.<\/p>\n\n\n\n
Drivers would instead have to demonstrate that their vision meets the required standard when renewing their licence.<\/p>\n\n\n\n
