Its findings could help determine how PIP operates in future, while Burnham and Chancellor John Healey have both indicated that <strong>welfare reform<\/strong> will form part of the Government\u2019s broader approach to public spending and employment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Timms Review Could Shape the Future of PIP<\/strong><\/h2>\n\n\n\n<p>The Timms Review was commissioned to examine the Personal Independence Payment system after a period in which spending on the <strong>benefit <\/strong>increased substantially. According to <a href=\"https:\/\/www.birminghammail.co.uk\/news\/cost-of-living\/andy-burnham-new-plan-households-34699017\" target=\"_blank\" rel=\"noopener\">BirminghamLive<\/a>, the review is expected to set out recommendations on how PIP should be overhauled when it reports in November.<\/p>\n\n\n\n<p>An interim report has already concluded that the benefit, designed in 2013, is \u201cnot fit for purpose\u201d. A Government spokesperson, quoted by <a href=\"https:\/\/www.walesonline.co.uk\/news\/cost-of-living\/andy-burnham-new-sunday-dwp-34677871\" target=\"_blank\" rel=\"noopener\">WalesOnline<\/a>, said the final recommendations due this autumn would \u201clay the foundation for reform\u201d.<\/p>\n\n\n\n<p>The review is taking place against concern within government about the number of younger adults receiving support for conditions including <strong>anxiety<\/strong>, <strong>depression <\/strong>and <strong>ADHD<\/strong>. BirminghamLive reported that these groups could be affected by a future overhaul of disability benefits expected in 2027.<\/p>\n\n\n\n<p>No final changes have yet been confirmed. The Government is still awaiting the completed Timms Review, alongside another government-backed report examining youth unemployment.<\/p>\n\n\n\n<p>Burnham has also placed particular emphasis on improving <strong>mental health support<\/strong> for younger adults, including support that could allow people to remain in work where they are able to do so.<\/p>\n\n\n\n<p>His wider comments suggest that ministers see welfare reform as both a financial and employment issue. Speaking to the Guardian, he argued that the public might have \u201cmore respect\u201d for a government willing to confront <strong>difficult problems<\/strong> rather than avoid them for political reasons.<\/p>\n\n\n\n<p>He described the current circumstances as challenging but said there were still measures that could be taken. His comments came as rising borrowing costs, linked in part to the US-Iran war and other global developments, placed further pressure on the Government\u2019s financial position.<\/p>\n\n\n\n<p>Chancellor John Healey has also indicated that he is prepared to defend <a href=\"https:\/\/en.econostrum.info\/uk\/burnhams-welfare-bombshell\/\" data-type=\"post\" data-id=\"123626\">welfare <\/a>reforms to Labour MPs who may oppose them. According to WalesOnline, Healey said there was a \u201cmoral duty\u201d to address the situation facing almost a <strong>million young people <\/strong>who, before the election, were not in employment, education or training.<\/p>\n\n\n\n<p>He referred to youth unemployment in South Yorkshire during the 1990s, when he said the rate had reached one in three, and said he did not want another generation to face long-term reliance on benefits.<\/p>\n\n\n\n<p>Burnham has previously said national security \u201c<em>can\u2019t come at the expense of social security<\/em>\u201d, a remark that attracted attention before he expanded on his position. He later said that making the population poorer would not benefit anyone. The final Timms Review will now provide the Government with recommendations that could influence the next stage of disability benefit reform.
