The issue affects pensioners who rely only on the state pension and could see their income move above the personal tax allowance. The government has said it remains committed to preventing those pensioners from facing the administrative burden of paying small amounts of tax.

The Department for Work and Pensions has confirmed that the government will outline how its state pension tax waiver commitment will work at the Autumn Budget. The measure was previously announced as part of the commitment made at Budget 2025.

Pensions Minister Torsten Bell said that pensioners who only just exceed the personal allowance would not have to deal with the administration involved in paying small amounts of tax during the current Parliament. According to Bell, the Chancellor will provide further details on how the commitment will be delivered on 28 October.

The announcement follows changes linked to the triple lock guarantee, which determines the annual increase to the state pension. Under the system, payments rise each April by whichever is highest among average earnings growth between May and July of the previous year, inflation measured by the Consumer Prices Index in September, or a minimum increase of 2.5%.

New official earnings growth figures have suggested that earnings growth could determine the next state pension increase. Based on those figures, the full new state pension could reach around £13,036, which would place some pensioners receiving only the state pension above the personal tax allowance.

Government to Reveal Pension Tax Waiver Details at Autumn Budget
