According to Money Marketing, the latest HMRC savings statistics show that total adult Isa subscriptions rose by \u00a332.7 billion<\/strong> compared with the previous year. Of that increase, \u00a326.1 billion, or 80%, came from Cash Isas, underlining the continuing preference for cash at a time when savings rates have been attractive.<\/p>\n\n\n\n

The figures arrive ahead of planned changes to the Isa system. From April 2027, the Cash Isa allowance for people under 65 is due to fall from \u00a320,000 to \u00a312,000, a change that some industry commentators believe could encourage savers to consider investments<\/strong>, although they also point to confidence, understanding and inertia as continuing barriers.<\/p>\n\n\n\n

Cash Accounts Account for Most of the Increase<\/strong><\/h2>\n\n\n\n

Cash Isa subscriptions increased by 37.5% during the 2024\/25 tax year, while the value of assets held in those accounts rose by 16.7%. Cash also accounted for 64% of Isa accounts subscribed to, according to figures cited by Money Marketing.<\/p>\n\n\n\n

Isabella Galliers-Pratt<\/a>, senior investment director at Rathbones, said cash remained \u201cfirmly embedded in the nation\u2019s savings habits\u201d, with attractive savings rates helping to support its popularity. She argued that the wider figures did not necessarily indicate that Britain had a savings problem, given the millions of people using Isas and benefiting from their tax treatment.<\/p>\n\n\n\n

\u201cThe challenge is turning more of those savers into confident long-term investors<\/em>,\u201d Galliers-Pratt said. She suggested that reducing the Cash Isa<\/a> allowance to \u00a312,000 for under-65s could encourage some people towards investments, while noting that confidence and understanding remained significant obstacles.<\/p>\n\n\n\n

Hargreaves Lansdown head of personal finance Alice Haine said 16.8 million adult Isa accounts were subscribed to during 2024\/25, alongside 1.6 million Junior Isas. She also said speculation about future restrictions on Cash Isas could lead to a further rise in contributions in the 2025\/26 figures.<\/p>\n\n\n\n

Stocks and Shares Isas Also Attract More Savers<\/strong><\/h2>\n\n\n\n

The dominance of cash did not prevent investment Isas from recording growth. According to Money Marketing<\/a>, subscriptions to Stocks and Shares Isas increased by \u00a36.1 billion, equivalent to 19.7%, while the number of accounts rose by 802,000 during the year.<\/p>\n\n\n\n

Lauren Gradys<\/a>, investment specialist at Scottish Widows, said it was encouraging to see cash being accumulated as a buffer while Stocks and Shares Isa ownership was also rising, suggesting more people were considering longer-term financial goals<\/strong>. Haine similarly said the increase indicated that efforts to encourage more Britons to invest were beginning to gain traction.<\/p>\n\n\n\n

Andy Zanelli<\/a>, Aberdeen Adviser\u2019s head of technical engagement, said the gap between cash and Stocks and Shares Isa subscriptions had narrowed even before the planned reforms take effect. He cautioned that inertia was likely to remain after the system changes in April 2027, meaning guidance <\/strong>and advice <\/strong>could influence how fully people use their allowance.<\/p>\n\n\n\n

IG senior analyst Angeline Ong<\/a> described the growth in Stocks and Shares Isas as \u201ca step in the right direction\u201d, while pointing to the continuing scale of Cash Isa holdings.
