The issue has drawn attention after the government criticised Royal Mail’s recent performance, with ministers saying the quality of service had fallen below expectations. The regulator Ofcom is investigating the company’s delivery performance for 2025-26, while Royal Mail has published an improvement plan.

Compensation Rules for Delayed Royal Mail Deliveries

According to Royal Mail’s retail compensation policy for delay, compensation may be available for certain retail services, including first class stamped, metered and online postage items, second class stamped, metered and online postage items, first and second class Royal Mail Signed For services used with those products, Articles for the Blind, and Royal Mail Special Delivery Guaranteed by 1pm items that were not posted on account.

For first class services, the due date is the next working day after posting. A delay may qualify for compensation when the item is delivered three or more working days after that date. For second class services, the due date is the third working day after posting, with compensation applying when delivery is three or more working days late.

Items sent through Royal Mail’s redirection service have different time limits. According to the company’s policy, redirected first and second class items may qualify when delivery occurs six or more working days after the due date. Special Delivery Guaranteed by 1pm items have separate rules, with compensation possible when delivery happens one or more working days after the guaranteed date.

Royal Mail states that substantial delay compensation may also apply when an eligible item has not been delivered, or when no delivery attempt has been made, seven or more working days after the due date.

Claims Process and Limits on Compensation

The sender or recipient can make a claim for a delayed item, although Royal Mail will only pay one compensation claim for the same item. Customers must provide evidence including the names and addresses of the sender, recipient and claimant, details of the Royal Mail product used, the posting date, the delivery date and proof of postage where available.

According to Royal Mail, claims for delay must be made within three months of the posting date or within one month of the date of receipt. The company says it will contact the claimant with the outcome of a complaint within 30 calendar days, or provide an update if the matter cannot be completed within that period.

The compensation amounts vary depending on the service used. For eligible retail services other than Special Delivery Guaranteed by 1pm, the payment for delay is a book of first class stamps. For Special Delivery Guaranteed by 1pm items not posted on account, the delay payment is £5, while substantial delay compensation is £10.

Some circumstances are excluded from compensation. Royal Mail says claims will not be paid where items are incorrectly addressed, postage is unpaid or underpaid, delays result from certain events outside its control, or where the delay was caused by the sender or recipient.

The government’s comments on Royal Mail’s performance came after Labour MP John Slinger asked what steps were being taken to hold senior management accountable for statutory delivery targets. The Department for Business, Innovation, Science and Trade said Royal Mail and Ofcom were aware that further improvements were required.
