Writing in the Guardian, Phillip Inman argues that changing the way<strong> pension contributions<\/strong> receive tax relief could reduce the gap between standard-rate and higher-rate taxpayers while releasing money for other public priorities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pension Tax Relief Increasingly Benefits Higher Earners<\/strong><\/h2>\n\n\n\n<p>The present system gives pension savers tax relief broadly in line with the income tax rate they pay. Standard-rate taxpayers receive relief at 20%, while higher-rate taxpayers can receive relief at 40%, meaning the value of the incentive rises with taxable income.<\/p>\n\n\n\n<p>According to official figures cited by Inman, the cost of income tax relief on pensions increased from \u00a348bn in 2022-23 to \u00a360bn in 2024-25, a rise of one quarter in two years. About \u00a340bn of that amount is attributed to higher-rate taxpayers.<\/p>\n\n\n\n<p>The distribution of pension wealth is also linked to differences in employment and pension arrangements. Older <strong>white-collar workers<\/strong>, particularly those in management, have historically been more likely to benefit from generous pension provision, including defined benefit schemes that guarantee retirement income based on salary.<\/p>\n\n\n\n<p>During industrial disputes in the 2010s, pension arrangements were often a central issue. Inman describes agreements in which older employees retained defined benefit pensions while younger <a href=\"https:\/\/en.econostrum.info\/uk\/teenagers-pip-100-more-minimum-wage-workers\/\" data-type=\"post\" data-id=\"123529\">workers <\/a>and new entrants were placed in defined contribution schemes, whose eventual value depends more directly on investment performance.<\/p>\n\n\n\n<p>Public sector workers are among those who continue to have access to salary-linked pension arrangements. Retirement was once primarily associated with the period when age or ill health made continued employment difficult, but longer life expectancy means that many people now spend several decades outside the workforce.<\/p>\n\n\n\n<p>According to the Office for National Statistics life expectancy <a href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/healthandsocialcare\/healthandlifeexpectancies\/articles\/lifeexpectancycalculator\/2019-06-07\" target=\"_blank\" rel=\"noopener\">calculator<\/a>, a person aged 60 in the UK can expect, on average, to live to 84 and has a 33% chance of reaching 90. The source also notes that expected lifespan tends to be longer among more affluent people.<\/p>\n\n\n\n<p>This difference matters because wealth influences when people leave employment. According to analysis by the Institute for Fiscal Studies, people with both the lowest and highest levels of wealth are among those least likely to be working at 65.<\/p>\n\n\n\n<p>The reasons, though, differ sharply. Lower-wealth individuals are more likely to leave work because of poor health or limited skills, while wealthier people are more able to retire because their pension resources allow them to do so.<\/p>\n\n\n\n<p>Inman argues that this creates a broader question for policymakers: whether taxpayers on lower incomes should continue to provide proportionally greater pension tax support to people who are already better placed to finance a long retirement.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Britain\u2019s system of pension tax relief is facing renewed scrutiny as the cost to the public finances rises and the largest benefits continue to flow to higher earners.
