The update, announced by the Department for Transport (DfT), changes the previous rule under which the railcard stopped being valid on a passenger’s 18th birthday. The government said the adjustment will allow more young people to continue receiving reduced fares while travelling for education, training or work.

The revised policy applies to new and existing eligibility rules for the 16-17 Saver, which costs £35 for one year and provides a 50% discount on most rail fares. According to the DfT, more than 70,000 students each year previously missed out on an average of £175 in potential savings because their railcard expired when they turned 18.

The change brings the 16-17 Saver in line with other railcards, which remain valid for a full year from the purchase date rather than ending when a customer reaches a certain age during that period.

The Department for Transport said the previous arrangement created a gap for students who reached their 18th birthday during an academic year. Under the updated rules, those passengers will continue to receive the 50% rail fare discount until the end of their railcard’s normal validity period.

Rail minister Lord Peter Hendy described the change as a “common-sense change” for passengers. According to his statement, the update will support young people and their families by reducing travel costs while they continue with further education, vocational routes or early employment.

16-17 Saver Validity Extended beyond 18th Birthday
