According to official figures published earlier this year, the number of PIP claimants in England and Wales passed four million<\/strong> for the first time, roughly doubling since 2019. The figures have emerged as the Government reviews how disability benefits operate, with ministers considering changes after a previous attempt to reform the system faced opposition.<\/p>\n\n\n\n

Teenagers Receiving PIP Compared with Minimum Wage Workers<\/strong><\/h2>\n\n\n\n

According to analysis by The Times, more than 87,000 16 and 17-year-olds in England and Wales currently receive PIP. Among those receiving the highest rate of the benefit, more than two thirds have mental health or neurodevelopmental conditions listed, including anxiety, depression, autism and ADHD.<\/p>\n\n\n\n

The maximum PIP award <\/a>for these teenagers is around \u00a3194 a week<\/strong>. By comparison, The Times reported that a 16-year-old earning the under-18 minimum wage and working the legal maximum of 12 hours a week during term time would earn about \u00a394.<\/p>\n\n\n\n

The comparison has led to questions about the relationship between benefits and employment for younger people. PIP is not an unemployment payment and is not intended to replace wages. People can receive the benefit while working, and eligibility is based on how a condition affects daily life and mobility rather than a diagnosis alone.<\/p>\n\n\n\n

The Government has said the purpose of PIP is to help people with the additional costs linked to disability and health conditions. A spokesperson said the benefit is available both to people in work and those who are not working. The increase in claims has formed part of wider concerns about the cost and structure of the welfare system. Government Review Examines Future of Disability Support<\/strong><\/h2>\n\n\n\n

The review, led by disability minister Sir Stephen Timms, was launched after ministers withdrew earlier proposals to change disability benefits<\/a>, including support for people with mental health conditions.<\/p>\n\n\n\n

The Government committed to making no immediate changes to PIP while the review was taking place. The final report is expected in the autumn <\/strong>and will include recommendations for future reform.<\/p>\n\n\n\n

According to the review team, its recommendations will be \u201cbold in nature and bold in recognition of the wider environment in which disabled people in the UK are living<\/em>\u201d. Prime Minister Andy Burnham has said the Government needs to reduce the welfare bill while avoiding what he described as short-term cuts. He has suggested that some support could become more closely linked to opportunities designed to help people move into work.<\/p>\n\n\n\n

Speaking about possible changes, Burnham said support could involve \u201cchanging the nature of the support and making some of the support conditional upon people taking opportunities that are presented in front of them<\/em>\u201d.<\/p>\n\n\n\n

The Government has also highlighted investment in mental health services. A spokesperson said \u00a316.1 billion is being invested in NHS mental health services this year and that 8,500 additional mental health workers had been recruited three years earlier than planned.
