The decision comes as rising pension payments approach the frozen personal tax allowance, raising concerns about more retirees being brought into the tax system.<\/p>\n<h2>State Pension Set to Cross Tax Threshold<\/h2>\n<p>The current state pension stands at <strong>\u00a312,547.60 per year<\/strong>, just below the personal allowance of <strong>\u00a312,570<\/strong>. The gap is expected to disappear from <strong>April<\/strong> as pension payments rise under the triple lock system.<\/p>\n<p>The triple lock increases the state pension each year by whichever is highest among inflation, average wage growth, or <strong>2.5%<\/strong>. As tax thresholds have remained frozen <strong>since 2021<\/strong>, more people have gradually moved into taxation as their income rises, a process known as fiscal drag.<\/p>\n<p>Without changes, some pensioners receiving only the state pension would technically become liable for income tax for the first time.<\/p>\n<h2>Government Maintains Previous Pension Tax Commitment<\/h2>\n<p>Burnham recently stepped back from suggestions that the <a href=\"https:\/\/en.econostrum.info\/uk\/burnhams-personal-allowance-plan-unravels\/\" target=\"_blank\" rel=\"noopener\">personal allowance<\/a> could be increased, saying decisions on taxation would be considered during the Budget.<\/p>\n<p>The Treasury has confirmed that it will keep a commitment made by former Chancellor Rachel Reeves that pensioners receiving only the basic or new state pension will not pay tax through the Simple Assessment system.<\/p>\n<p>Under Simple Assessment, <a href=\"https:\/\/www.gov.uk\/estimate-income-tax\" target=\"_blank\" rel=\"noopener\"><strong>HM Revenue and Customs (HMRC) calculates tax<\/strong><\/a> owed and sends a bill directly to individuals. This could result in people with similar financial situations being treated differently depending on the source of their income.<\/p>\n<h2>Long-Term Cost and Fairness Questions Remain<\/h2>\n<p>The Government has not yet revealed how much the exemption will cost or how it will be applied.<\/p>\n<p>Some experts have compared the measure with the previous Conservative proposal for a \u201ctriple lock plus\u201d guarantee, which would have increased pensioners\u2019 tax allowances alongside state pension rises. That plan was estimated to cost \u00a32.4 billion per year.<\/p>\n<p>The debate highlights the wider challenge facing policymakers as pension payments rise while tax thresholds remain frozen.
