One has already been confirmed and affects higher-income pensioners receiving Winter Fuel Payments. The other relates to reported proposals for automatically deducting income tax from State Pension payments if they become taxable in future, while ministers maintain that the tax treatment of the State Pension has not changed.

HMRC to Recover Winter Fuel Payments from Higher-Income Pensioners

Around three million pensioners with annual incomes above £35,000 will have their Winter Fuel Payments recovered through the tax system, according to BirminghamLive, following rules confirmed by Chancellor Rachel Reeves.

Under the new arrangements, eligible pensioners will still receive the Winter Fuel Payment in November. Those whose total annual income exceeds the £35,000 threshold will then repay the amount through adjustments to their HMRC tax code rather than returning the money separately.

The Government said that, where a typical Winter Fuel Payment is £200, HMRC will deduct approximately £17 per month during the 2026/27 tax year. In the following tax year, deductions are expected to increase to around £33 per month because HMRC will be recovering payments from both 2026 and 2027. The monthly deduction is then expected to return to approximately £17 during the 2028/29 tax year.

According to the Government statement reported by the same source, around nine million pensioners will continue to retain their Winter Fuel Payments without repayment. The Government also stated that people who already complete self-assessment tax returns will repay the money through that process rather than through a tax code adjustment.

Retirement Age Proposal Puts Millions of Future Pensioners on Notice © Shutterstock

Reports Outline Possible State Pension Tax Collection Changes

Separate reports suggest the Government is considering a different policy involving the collection of income tax directly from State Pension payments once the pension exceeds the personal allowance.

According to The Telegraph, research commissioned by the Department for Work and Pensions has proposed deducting the basic rate of income tax from State Pension payments before they are issued, with pensioners whose only income is the State Pension potentially receiving refunds at the end of the tax year if they are eligible. The report also states that no decision has yet been taken on whether to introduce the policy.

The Government told The Telegraph that “there has been no change to the tax treatment of the state pension” and said it routinely carries out research to better understand pensioners’ experiences of the tax system.

According to GB News, Chancellor Rachel Reeves has also confirmed that pensioners whose only income comes from the State Pension will not be required to pay income tax before the end of the decade, even if annual State Pension increases take the payment above the frozen personal allowance.

GB News also reported comments from pensions specialist Hannah Martin, founder of Rich Retiree, who said fewer than one million of the UK’s 13.2 million State Pension recipients are expected to benefit from that protection. She said the approach could result in different tax outcomes for pensioners with similar overall retirement incomes depending on whether their income comes solely from the State Pension or from a combination of pensions, work or savings. She suggested that increasing the tax allowance for pensioners or writing off small tax bills for all pensioners would provide more consistent treatment across different groups.

Millions of pensioners will see changes to the way money is collected through the tax system after the Government confirmed new arrangements linked to Winter Fuel Payments.
