According to analysis by pensions consultancy LCP, around <strong>7.7 million state pensioners<\/strong> would be excluded from the measure despite Government assurances that retirees would be shielded from additional tax charges.<\/p>\n\n\n\n<p>The issue centers on the interaction between the rising state pension and the frozen personal tax allowance. Current forecasts suggest the full new state pension will exceed the <strong>\u00a312,570<\/strong> personal allowance within the next two years, creating a situation where some pensioners could begin receiving tax bills from HMRC from 2027 onward.<\/p>\n\n\n\n<p>The Government announced plans to exempt certain pensioners from these charges after concerns emerged over the political impact of taxing the state pension. According to the Treasury, the exemption was intended to remove <strong>administrative burdens<\/strong> for pensioners whose only source of income is the state pension.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Most Pensioners Would Not Qualify for the Proposed Exemption<\/strong><\/h2>\n\n\n\n<p>According to LCP, only around 700,000 pensioners are expected to benefit from the proposed concession, representing roughly 5% of the UK\u2019s<strong> 13.2 million <\/strong>pensioners.<\/p>\n\n\n\n<p>The consultancy found that pensioners receiving the old basic state pension would automatically miss out because their pension remains below the personal tax allowance. Around 7.7 million people currently receive the old state pension.<\/p>\n\n\n\n<p>Many within this group also receive additional state pension <a href=\"https:\/\/en.econostrum.info\/uk\/dwp-pension-update-payments\/\" data-type=\"post\" data-id=\"119937\">payments<\/a>, which means they would not meet the Government\u2019s requirement that recipients rely solely on the <strong>standard state pension <\/strong>without other income sources.<\/p>\n\n\n\n<p>The analysis also found that more than four in five pensioners on the newer state pension system would still fail to qualify for the exemption. Around <strong>1.8 million <\/strong>pensioners receiving the new state pension reportedly have additional taxable income, including private pensions or investment income, which would disqualify them from the measure.<\/p>\n\n\n\n<p>Others are expected to miss out because they receive protected payments on top of the standard pension or because their income remains below the tax threshold entirely. He stated that pensioners relying solely on the new state pension are likely to receive annual tax bills from HMRC beginning in 2027.<\/p>\n\n\n\n<p>Webb also warned that the proposed exemption creates \u201ccliff edges\u201d within the system. According to LCP, pensioners with even \u00a31 of additional income beyond the qualifying criteria could lose the <strong>exemption <\/strong>entirely and become liable for the full tax charge on their state pension.<\/p>\n\n\n\n<p>The consultancy said a pensioner narrowly missing eligibility in 2027\/28 could face tax not only on that additional \u00a31 of income but also on the full \u00a388 charge connected to their state pension.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.lcp.com\/en\/our-experts\/alasdair-mayes\" target=\"_blank\" rel=\"noopener\">Alasdair Mayes<\/a>, head of pensions tax at LCP, said the policy risks making the tax system more complicated rather than simpler.
