The new system is part of a broader strategy by Birmingham City Council to reduce accidents and improve traffic flow on busy routes.

The initial focus is on drivers making illegal turns at three high-risk junctions. Although such manoeuvres are already prohibited, a lack of enforcement has allowed many motorists to ignore the rules without consequence. That is now changing.

Three Birmingham Junctions Identified for Immediate Enforcement

According to Birmingham City Council, the three sites selected for the first phase of the camera rollout are:

Newhall Street / Great Charles Queensway (A4400), in the city centre, where both left and right turns are banned.

Bristol Road (A38) / Priory Road (B4217), also in the city centre, where left and right turns are similarly prohibited.

Kingsbury Road / Gravelly Hill (A5127) in Erdington, where a right turn is not permitted.

According to Birmingham City Council, the new cameras will provide a long-overdue solution to dangerous turning behaviours that put both pedestrians and other drivers at risk. While traffic signs at these locations already prohibit the manoeuvres, the council says poor compliance has persisted due to minimal policing.

Transport councillor Majid Mahmood explained that initial enforcement will prioritise education. “New signage and road markings give motorists the opportunity to adjust their behaviour. We may also issue valid PCNs with no fine payable initially.” he said. Signage is being installed at all affected junctions to inform drivers in advance, and a short testing period will precede full enforcement.

The move follows increasing concerns about road safety in central Birmingham, where illegal turns and poor driver behaviour have been blamed for congestion and near-misses. The council sees the ANPR initiative as part of a wider campaign that includes new speed cameras and the introduction of 30mph limits on several arterial roads.

Focus On Education Before Penalties, Says City Council

While the cameras will eventually be used to issue fines, the council is emphasising a phased approach. Warnings may be issued in the early weeks, allowing drivers time to familiarise themselves with the rules and signage. The council added that all locations have been selected based on data showing repeated traffic violations and safety risks.

The introduction of ANPR cameras reflects growing national trends in local traffic enforcement. With police resources stretched, local authorities are increasingly taking the lead in monitoring and managing road offences through technology. As enforcement begins, Birmingham joins other UK cities in using camera-based monitoring to support long-term safety and traffic management objectives.

Birmingham City Council is rolling out enforcement cameras at high-traffic junctions across the city.
