Among the planned actions is the implementation of an eligibility verification measure that will involve limited data sharing between banks and the Department for Work and Pensions (DWP).

According to a report by Daily Record, the initiative forms part of the wider Public Authorities (Fraud, Error and Recovery) Bill, which outlines several tools to recover public funds. The legislation is projected to save £1.5 billion over five years through targeted enforcement mechanisms.

Eligibility Verification and How Bank Monitoring Will Work

The new system will not grant the Department for Work and Pensions (DWP) direct access to people’s bank accounts. Instead, it will rely on third-party organisations, such as banks and building societies, to identify where claimants may be in breach of eligibility thresholds—such as the £16,000 savings limit for Universal Credit.

People receiving Pension Credit and Employment and Support Allowance (ESA) will also fall under the scope of the measure. A key clarification from official guidance is that no transaction data will be shared. The data sent to DWP will be minimal and only used to flag potential inconsistencies.

The GOV.UK guidance makes this clear:

Any information shared through the Eligibility Verification Measure will not be shared on the presumption or suspicion that anyone is guilty of any offence.

Banks that share more than what the law allows—including transaction histories—may be penalised.

Phased Rollout With Strict Oversight

To ensure balanced use of these powers, the DWP and the Cabinet Office will adopt a ‘test and learn’ methodology from 2026. According to the guidance:

The Government will begin implementing the Bill measures from 2026. For the Eligibility Verification Measure, the Government will implement a ‘test and learn’ approach to ensure the new powers to tackle public sector fraud are being used proportionally and effectively.

DWP and the Cabinet Office will continue to work with industry to implement the new measures, consult stakeholders on Codes of Practice and publish guidance.

This approach is meant to ensure the appropriate, proportionate, and effective use of the powers, with systems in place to monitor how information is gathered and used. The DWP has confirmed it will release clear operational rules and provide training to ensure staff use the powers lawfully and responsibly.

New Search, Seizure and Debt Recovery Powers

In addition to the monitoring bank systems, the bill grants the DWP the ability to recover debts from individuals who are no longer receiving benefits and not in PAYE employment but still owe money. It also enables the enforcement of civil penalties and the issuance of driving bans of up to two years in cases where people refuse to repay benefit debts.

Furthermore, the DWP will be allowed to launch search and seizure operations targeting organised criminal groups defrauding the welfare system. These powers aim to reduce the burden on police by enabling the Public Sector Fraud Authority to act more directly against fraud.

Use of Third-Party Data Including From Airlines

The DWP will also extend its information gathering capabilities to include airlines, enabling checks on whether people are claiming benefits while living abroad—a breach of eligibility for most UK welfare programs.

Data shared under this system is not intended for criminal prosecution in most cases. Instead, civil enforcement will be the default route, supported by increased fraud detection capabilities.

Publication of 11 Factsheets for Public Transparency

In preparation for implementation, the UK Government has published 11 factsheets detailing how the new powers will function, including how data sharing will be regulated and overseen. These factsheets are available through GOV.UK and are part of the transparency effort designed to reassure both stakeholders and the public.

The DWP clarified that these measures do not suggest any claimant is presumed guilty:

Any information shared through the Eligibility Verification Measure will not be shared on the presumption or suspicion that anyone is guilty of any offence.

Balancing Fraud Prevention and Privacy

While the new monitoring bank measures have sparked debate, the DWP maintains the focus is on safeguarding public funds, not policing everyday financial behavior. No access will be given to details about how claimants spend their money, and transaction data remains off-limits by design.

The DWP has reiterated that these efforts are part of a broader campaign to protect taxpayers and ensure funds are directed to those who are genuinely eligible. The aim is not only to reduce fraud but to prevent overpayments and help avoid debt accumulation for benefit recipients.

The DWP will work with banks and other third parties to identify potential breaches in benefit eligibility without accessing personal spending data.

[44

post-111772","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","generate-columns","tablet-grid-50","mobile-grid-100","grid-parent","grid-33","no-featured-image-padding
["GET
