A standing charge<\/strong> is a fixed daily cost that covers the expense of supplying energy to homes and businesses. This fee helps finance the maintenance of energy networks<\/strong>, supplier failures, and infrastructure development. <\/p>\n\n\n\n

However, because the charge applies equally to all customers, those who consume less energy end up paying a higher proportion of their bills towards these costs.<\/p>\n\n\n\n

Martin Lewis<\/strong>, founder of MoneySavingExpert.com<\/strong>, highlighted that the current system means people can pay over \u00a3300 per year<\/strong> simply for the right to have gas and electricity, even if they barely use it.<\/p>\n\n\n\n

Campaigners argue that this system disproportionately affects people who use less energy, such as elderly individuals<\/strong> with seasonal heating needs or low-income households<\/strong> trying to reduce consumption. <\/p>\n\n\n\n

Many older people, for instance, only use gas for heating in the winter yet must still pay daily standing charges throughout the summer.<\/strong><\/p>\n\n\n\n

Balancing Fairness and Affordability<\/h2>\n\n\n\n

Charlotte Friel<\/strong>, director for retail pricing and systems at Ofgem, acknowledged the concerns but emphasised the need to balance affordability for different groups.<\/p>\n\n\n\n

\u201cWe know from the huge response we\u2019ve had that many feel standing charges are unfair,\u201d she said.
\u201cHowever, we also know that vulnerable, high-energy users\u2014including those who rely on medical equipment at home or low-income families in poorly insulated houses\u2014would suffer disproportionately if these costs were added to the unit rate for everyone.\u201d<\/p>\n<\/blockquote>\n\n\n\n

The regulator confirmed that thousands of responses have been received from the public<\/strong>, illustrating the strength of feeling on the issue. The new tariff system would allow consumers to choose<\/strong> how they pay these charges rather than removing them entirely.<\/p>\n\n\n\n

Energy UK<\/strong>, which represents suppliers such as British Gas<\/strong> and Octopus Energy<\/a><\/strong>, warned that the change could create new complexities and financial challenges.<\/p>\n\n\n\n

Dhara Vyas<\/a><\/strong>, Chief Executive of Energy UK<\/strong>, highlighted two key issues. First, there is a risk for suppliers<\/strong>, as energy firms purchase power in advance, and altering how these costs are recovered could increase financial uncertainty<\/strong>. <\/p>\n\n\n\n
