A powerful summer storm named Storm Floris is forecast to strike large parts of Scotland on Monday, August 4, prompting the Met Office to issue an upgraded amber warning due to the risk of damaging winds reaching up to 85mph in exposed areas. The alert will cover multiple regions, including areas from the Central Belt to the northern Highlands.

According to the Daily Record, meteorologists have raised concerns about the storm’s unusual strength for this time of year. The weather system is expected to move across the country throughout the day, bringing sustained winds, heavy rain and potential disruption.

Early Arrival and Upgraded Warning

Storm Floris is expected to arrive in the early hours of Monday morning, bringing increasingly strong winds and heavy rain to the northwest of Scotland. The Met Office upgraded the warning from yellow to amber on Sunday, August 3, with the new warning in effect from 10am to 10pm. The yellow warning remains active from 6am to midnight, covering the rest of the country.

Dan Suri, Chief Meteorologist at the Met Office, said:

Much of Scotland is likely to see gusts of 50-70mph with more than 80mph on some exposed coasts, hills and bridges.

Western coastal areas will see the highest gusts late morning, with the strongest winds transferring to northeastern Scotland by late afternoon.

Across the wider Yellow warning area, many inland areas are likely to see gusts of 40-50mph, with 60mph likely at higher elevations and around some exposed coasts.

Impact on Travel and Public Safety

Network Rail Scotland has announced the closure of several rail lines from 12pm on Monday as a precaution. The following lines will be completely suspended:

  • Edinburgh to Fife / Perth / Dundee
  • Perth to Dundee / Aberdeen / Inverness
  • Dunblane to Perth
  • Inverness to Aberdeen / Wick / Thurso / Kyle of Lochalsh
  • West Highland Line (Helensburgh Upper – Oban, Fort William and Mallaig)

Additionally, Transpennine Express has announced it will suspend services between:

  • Carlisle and Glasgow Central
  • Carlisle and Edinburgh
  • Newcastle and Edinburgh

In addition, Transpennine Express services will not operate between Carlisle and Glasgow Central or Edinburgh, nor between Newcastle and Edinburgh.

From 9:00am, all other routes will operate at reduced speeds, with a maximum limit of 50mph, leading to longer journey times and timetable reductions.

Ross Moran, Route Director at Network Rail Scotland, stated:

With the severity of Storm Floris becoming clear, our priority is the safety of our passengers and colleagues. That is why we’ve taken the decision to close some parts of Scotland’s railway early on Monday as the worst of the conditions hit the country.


He added:

Our engineers will also need to thoroughly inspect the network for any damage before we reopen the lines and restart train services on Tuesday morning.

Travellers are advised to follow updates through official channels, including operator websites and social media platforms such as X (Twitter).

Potential Threats to Safety and Property

The amber warning includes a warning for potential structural damage, particularly from high winds dislodging roof tiles and scattering debris. Large waves and storm surges could lead to hazardous conditions on coastal roads and sea fronts.

There is also a risk of power cuts across affected areas, which could disrupt other services, such as mobile phone networks and emergency communications.

Authorities have advised people in the affected regions to avoid unnecessary travel and secure any outdoor objects that could become dangerous in high winds.

Regions Affected Under Amber and Yellow Warnings

The amber warning and yellow warning affect a broad swath of Scotland. Impacted regions include:

  • Central, Tayside & Fife: Angus, Clackmannanshire, Dundee, Falkirk, Fife, Perth and Kinross, Stirling
  • Grampian: Aberdeen, Aberdeenshire, Moray
  • Highlands & Eilean Siar: Na h-Eileanan Siar, Highland, Orkney Islands, Shetland Islands
  • Southwest Scotland, Lothian & Borders: Dumfries and Galloway, East Lothian, Edinburgh, Midlothian, Scottish Borders, West Lothian
  • Strathclyde: Argyll and Bute, Glasgow, East and West Dunbartonshire, East Renfrewshire, Inverclyde, North and South Ayrshire, North and South Lanarkshire, Renfrewshire
