DWP Confirms Winter Fuel Payments Up to £300 for Nine Million Pensioners

The UK government and the DWP have confirmed that around nine million pensioners across England and Wales will receive up to £300 this winter through the Winter Fuel Payment, a long-standing scheme aimed at supporting older residents with heating costs during the colder months. Letters confirming individual payment details will begin arriving in October and November 2025, as announced by the DWP.

Eligibility is based on age, residency, and circumstances during a fixed qualifying period. According to Devon Live, while the payments are automatic for most, some pensioners may need to check their entitlement or apply before the official deadline.

DWP Clarifies Eligibility Rules and Age-Based Amounts

In a June announcement, the government stated:

Nine million pensioners to receive Winter Fuel Payments this winter as all pensioners in England and Wales with an income of, or below, £35,000 a year will benefit from a Winter Fuel Payment.

According to GOV.UK,

You can get a Winter Fuel Payment if you were born before September 22, 1959 and live in England or Wales.

The amount received depends on age and personal situation during the qualifying week, which runs from September 15 to 21, 2025. As the government notes:

The amount you get is based on when you were born and your circumstances between September 15 and 21, 2025. This is called the ‘qualifying week’.

Payment bands include:

  • £100 for those born between September 22, 1945 and September 21, 1959
  • £150 for individuals born before September 22, 1945
  • Up to £300 in total depending on benefits, household situation and top-ups

Even residents of care homes may be eligible, provided they meet the general criteria.

Who Won’t Qualify for the Payment

Despite wide coverage, not everyone will qualify. According to the DWP, pensioners will not be eligible if they:

  • Need permission to enter the UK and their granted leave prohibits access to public funds
  • Were in hospital for the full qualifying week and the year before that
  • Were in prison for the full week from September 15 to 21, 2025
  • Live outside England and Wales

Those who meet the requirements typically receive the Winter Fuel Payment automatically, especially if they already receive a state pension or qualifying benefits. However, if someone believes they qualify and doesn’t receive a notification, they can apply manually. The application deadline for winter 2025-2026 is March 31, 2026.

How Higher-Income Pensioners Will Be Taxed

In contrast to previous concerns over the future of the scheme, the government reversed initial proposals to cut support. The scheme will proceed, but with a mechanism in place to reclaim payments from pensioners earning more than £35,000 a year.

The DWP clarified:

Pensioners above the £35,000 threshold will have the full amount of the Winter Fuel Payment they received automatically collected via PAYE, or via their Self-Assessment return.

The department added:

No one will need to register with HMRC for this or take any further action. Pensioners who want to opt out and not receive the payment at all, will be able to do so, with details to be confirmed.
