The Department for Work and Pensions (DWP) has issued updated guidance for state pensioners applying for Attendance Allowance, a benefit supporting over 1.6 million individuals in the UK. The latest update highlights restrictions on online applications, impacting those seeking financial aid due to illness or disability.

The allowance, designed for people over the state pension age of 66, provides financial assistance to those requiring supervision or personal care. 

With the DWP’s online application system now limiting the number of weekly submissions, many may need to apply via post. The guidance also clarifies eligibility requirements, payment rates, and the application process.

Online Application Restrictions and Eligibility Criteria

Attendance Allowance is available to pensioners who require assistance due to illness or disability, with payments of up to £5,644 per year.

According to the DWP, eligibility is based on the level of care needed rather than the support currently received. Claimants must have required help for at least six months, unless diagnosed with a terminal illness.

The new online application system, introduced to streamline the process, is now subject to weekly submission limits. According to GOV.UK, only a restricted number of applications will be accepted each week.

Furthermore, individuals applying on behalf of someone else—such as those with power of attorney—must use the postal application method.

For those unable to apply online, postal applications remain available by requesting a form through the Attendance Allowance helpline (0800 731 0122). Completed forms can be sent to the DWP using a Freepost address, eliminating the need for a postcode or stamp.

Payment Rates and Qualifying Conditions

Attendance Allowance is paid at two rates, determined by the level of support needed. In 2024/25, the rates are:

  • Lower rate : £72.65 per week (£73.90 from April 2024)
  • Higher rate : £108.55 per week (£110.40 from April 2024)

The higher rate applies to those needing support both day and night, while the lower rate covers individuals requiring assistance at either time.

The most common health conditions for which Attendance Allowance is claimed include arthritis, dementia, heart disease, and neurological disorders, according to the DWP.

However, Personal Independence Payment (PIP), Adult Disability Payment (ADP), and the care component of Disability Living Allowance (DLA) recipients are not eligible to claim.

To apply, claimants must provide their National Insurance number, medical details, and GP contact information. Those in care homes, hospitals, or hospices will also need to disclose their accommodation details.
