Thousands of Ukrainian nationals living in the UK will be affected by a new driving licence rule change set to take effect on March 3, 2025. Under the updated policy, the Ukraine driving licence exemption will be extended, allowing those on Ukraine visa schemes to continue driving without needing to exchange their licence for a UK one.
The new rules, which received 98% public support in a government consultation, will allow eligible Ukrainian nationals to drive in Great Britain for up to 54 months without converting their licence—depending on when they applied for entry clearance or permission to stay.
What Are the New Driving Licence Rules?
According to GB News, the updated rules apply to Ukrainian nationals who arrived in the UK under specific visa schemes. The extension allows them to drive for longer without requiring a GB licence, provided they meet the eligibility criteria.
- Those who applied under the Homes for Ukraine Scheme or the Ukraine Family Scheme before 3 PM on February 19, 2024, or the Ukraine Extension Scheme on or before May 16, 2024, can now drive for up to 54 months after becoming UK residents.
- If they became a resident before March 3, 2022, their driving rights are limited to 36 months (three years).
- To qualify for the full 54-month extension, individuals must apply to the Ukraine Permission Extension Scheme before their existing leave to remain expires.
Previously, non-GB licence holders from most other countries were required to exchange their driving licence within 12 months, making this exemption unique to Ukrainian nationals.
Why Is the UK Extending This Exemption?
The UK government’s decision to extend driving rights for Ukrainians is aimed at helping those who have resettled due to the war. A government spokesperson highlighted the importance of driving as a key part of their integration into British society, stating:
“We recognise, however, that continuing this transition is not always straightforward, and one area where Ukrainian arrivals must adapt is in motoring.”
“The continued ability of Ukrainians to get around is integral to integrating, socialising, accessing healthcare and working during their time in the UK.”
Mixed Reactions to the Rule Change
While the consultation received 98% approval, 2% of respondents expressed concerns about the policy. Critics argue that allowing Ukrainians to drive for up to 4.5 years without taking a UK driving test is unfair compared to other nationalities who must exchange their licence within 12 months.
Some have also raised road safety concerns, questioning whether Ukrainian driving standards align with UK regulations. However, supporters of the policy highlight that many displaced individuals rely on driving to access work, medical care, and essential services.
How to Apply for a UK Driving Licence
For those who wish to exchange their Ukrainian driving licence for a UK licence, the process is relatively simple. Applications can be made online, and licences typically arrive within three weeks. Once exchanged, the new licence allows drivers to operate vehicles up to 3,500kg, including cars, motorbikes, and mopeds.
As the new rules take effect in March, Ukrainian drivers in the UK are encouraged to check their eligibility and ensure they understand the updated regulations before making travel or work-related driving plans.
