British drivers face a growing burden from private parking companies, with the number of fines issued soaring to new heights. According to the RAC’s recent analysis, private firms are on pace to issue 14.5 million parking tickets this year, potentially costing drivers nearly £4.1 million daily.

The surge in fines has raised alarm, with critics pointing to aggressive practices by parking operators and a lack of adequate government regulation. The increasing number of fines reflects both a rise in the demand for parking control and concerns over fairness in enforcement.

Surge in Parking Ticket Issuance

The private parking sector has seen a sharp increase in the number of fines issued across the UK. 

In the six months leading up to September 2024, requests for driver information from parking companies to the Driver and Vehicle Licensing Agency (DVLA) hit 7.2 million—an increase of 12% from the same period the previous year. This translates to an average of 41,000 requests per day, or roughly one every two seconds.

These figures are part of a wider trend showing that private parking companies are becoming increasingly powerful, with just five firms responsible for issuing nearly half of all fines. 

ParkingEye, Euro Car Parks, Horizon Parking, Smart Parking, and APCOA Parking are the dominant players in this space, highlighting the concentration of power within a small group of companies. 

With a potential 14.5 million tickets expected to be issued by the end of the year, this growing influence of private parking companies has raised concerns among both the public and regulatory bodies.

Controversy Over Unfair Practices and Calls for Government Action

Many drivers and consumer groups have raised concerns about the practices of private parking companies. The RAC has noted that misleading signage, faulty parking meters, and aggressive debt collection tactics are common complaints. 

Some drivers report being issued fines due to technical issues, such as machines that fail to register payments correctly, leading to disputes over fairness.

In response to growing frustration, the government introduced a bill in 2019 to establish a code of practice for private parking firms. However, the code was withdrawn in 2022 after a legal challenge from parking operators. 

The RAC has called for swift action to introduce stricter regulation to ensure that drivers are protected from unfair practices. “It’s very concerning that private parking firms are growing and on track to issue a record 14.5 million parking charge notices to drivers in the space of just 12 months.” said Simon Williams, RAC head of policy.

While the British Parking Association defends the industry’s practices, claiming that only 0.3% of those who use private car parks are fined, the issue remains contentious. Critics argue that the increasing number of fines is indicative of problematic practices within the sector, with many drivers feeling that they are being unfairly targeted.
