A new benefit has been introduced for older people in Scotland, offering monthly payments of up to £441 for individuals with disabilities or long-term health conditions.
The Pension Age Disability Payment (PADP) is designed to replace Attendance Allowance for new claimants, starting on April 22, 2025. This measure aims to enhance financial support for pensioners who need assistance with daily activities or supervision due to their health conditions.
According to Daily Record, this initiative is part of the Scottish Government’s broader effort to provide more localized, accessible support for the aging population, ensuring those in need can access assistance without unnecessary hurdles.
No Face-to-Face Assessments Required
One of the standout features of the Pension Age Disability Payment is that it does not require face-to-face assessments as part of the application process. Applicants will not need to attend any in-person evaluations unless specifically requested. This makes the process less intrusive and easier for claimants, ensuring a more accessible system for those in need of support.
The amount of support provided through PADP depends on the level of assistance needed. The two payment rates available are:
- £295.60 for individuals requiring some care or supervision.
- £441.60 for individuals needing more significant assistance during the day or night.
Payments are made every four weeks.
To qualify for the benefit, applicants must meet the following criteria :
- They must have reached State Pension age (currently 66 years old).
- They must have had care needs for at least six months due to a disability or health condition.
Individuals who have not had care needs for six months can still apply, though their benefit will begin six months after their care needs started. Those with terminal illnesses can apply through a fast-track process.
It is important to note that the Pension Age Disability Payment (PADP) is available only to those with a Scottish postcode. Current claimants of Attendance Allowance in England or Wales will not be affected by this change.
Transition from Attendance Allowance
Existing claimants of Attendance Allowance in Scotland will automatically transition to the new Pension Age Disability Payment. This transfer will occur gradually throughout 2025.
A total of 169,000 claimants will see their payments moved to the new system. Claimants do not need to take any action during this period, and their payments will continue without interruption.
This change will not result in any breaks in payment.
For those applying for the new benefit, the process is straightforward but may differ depending on location.
The Pension Age Disability Payment is available in 17 council areas across Scotland. If an applicant lives in one of the areas where the rollout has begun, they should apply for PADP rather than Attendance Allowance through the Department for Work and Pensions (DWP).
Assistance is also available from independent advocacy services, including VoiceAbility, which is funded by the Scottish Government. This service helps disabled individuals navigate the application process and ensures they receive the support they are entitled to.
