New York Governor Kathy Hochul has announced an allocation of $55 million aimed at enhancing emergency communication systems across the state. The funding will be distributed among 57 counties and New York City through two grant programs designed to modernize public safety infrastructure and improve first responders’ ability to communicate efficiently.

Two Grant Programs to Enhance Emergency Response

The funding is divided into two key programs:

  • The State Interoperable Communications Formula Grant Program will distribute $45 million to support improvements in emergency communications, focusing on interoperability between different agencies and jurisdictions.
  • The Public Safety Answering Point Operations Grant Program will provide $10 million to enhance 911 call centers and implement new technologies, including Next Generation 911 systems.

Governor Hochul stated:

“Ensuring the safety of New Yorkers is my top priority, and a reliable emergency dispatch system is critical for getting first responders where they’re needed — fast. This additional funding will strengthen emergency communications across the State, helping counties upgrade technology, improve training and enhance their response capabilities.”

Focus On Next Generation 911 and Interoperability

The funding is intended to support technological advancements in emergency response, with a particular focus on Next Generation 911 systems, which will allow for improved data sharing, better location accuracy, and enhanced communication between different emergency response agencies.

Jackie Bray, Commissioner of the Division of Homeland Security and Emergency Services, emphasized the role of emergency call centers in public safety, stating:

“These grants will help communities across New York State get training and maintain and improve their systems. The professionals who take emergency calls and dispatch emergency responders are the first line of assistance, and we want to help ensure they have the tools they need.”

Stephen J. Acquario, Executive Director of the New York State Association of Counties, also supported the initiative, noting:

Counties applaud Governor Hochul for her continued priority emphasis on providing emergency 9-1-1 communication grants to counties. This funding is critical so that county-based 911 systems can invest in modern technology and infrastructure to ensure our residents have access to emergency services.

Strengthening Emergency Communication Networks Statewide

The State Interoperable Communications Formula Grant Program is specifically designed to bridge gaps in communication among public safety agencies by aligning technological improvements with operational needs. It will help counties sustain and enhance existing systems, improve governance structures, and facilitate training for emergency personnel.

Meanwhile, the Public Safety Answering Point Operations Grant Program will focus on maintaining existing emergency response operations, while also promoting the integration of Geographic Information System (GIS) data and other advanced communication tools.

Both programs aim to enhance local emergency response capabilities and improve coordination among public safety agencies, ensuring that emergency responders can communicate effectively when responding to incidents.
