The Department for Work and Pensions (DWP) is calling on 120,000 older households to act promptly and secure a financial boost of up to £4,000. This significant sum could enable them to access the Winter Fuel Payment, now restricted under new measures introduced by Chancellor Rachel Reeves.
As a result of the changes, winter Fuel Allowance is only available to pensioners in receipt of pension Credit or certain other means-tested benefits, which excludes around 10 million pensioners. However, people identified by the DWP, who are already in receipt of Housing Benefit, may also be eligible for Pension Credit, enabling them to benefit from a range of additional financial assistance.
Pension Credit: A £3,900 Gateway to Financial Support and Stability
Pension Credit, worth an average of £3,900 annually, acts as a gateway to multiple benefits. Beyond the Winter Fuel Payment, it can provide access to the Warm Home Discount, Council Tax reductions, and discounts on water and broadband bills. Work and Pensions Secretary Liz Kendall highlighted the government's commitment to ensuring pensioners receive the support they deserve. In a statement to the Work and Pensions Select Committee, she said:
We are taking significant steps to encourage pensioners to claim Pension Credit, resulting in a 152 percent increase in applications through our recent campaign. We’ve written to 120,000 pensioners receiving Housing Benefit who may also qualify for Pension Credit, urging them to apply.
She further outlined the long-term vision:
Long-term, we aim to integrate the administration of Pension Credit and Housing Benefit to simplify access to benefits for pensioner households.
DWP Targeted Support to Ease Financial Pressures
In addition to targeted benefits, the government has introduced measures like the £150 Warm Home Discount, Cold Weather Payments, and an extended Household Support Fund to alleviate financial pressures.
Liz Kendall acknowledged the challenges posed by means-testing Winter Fuel Payments but framed the decision as a necessary step to address the fiscal challenges inherited by the government. She stated:
"The decision to means-test Winter Fuel Payments was difficult but necessary to close the £22 billion financial gap we faced. By targeting support at those most in need, we can stabilize the economy while maintaining our commitment to the triple lock for pensions."
