The method involved making assumptions about a recipient\u2019s income over a reporting period to determine their welfare eligibility, leading to potentially incorrect debt notices issued to vulnerable individuals.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Income Apportionment Deemed Invalid After Decades of Use<\/strong><\/h2>\n\n\n\n<p>The <strong>income apportionment method<\/strong>, which had been in place since at least the early 1990s, was used to estimate welfare recipients&#8217; earnings during a given period, often relying on incomplete or assumed data. This system was found to be <strong>legally unsound<\/strong>, casting doubt over more than <strong>$1 billion in historical debts<\/strong>, some dating back to the 1970s.<\/p>\n\n\n\n<p>According to the <strong>Federal Court ruling<\/strong>, the method did not comply with legislative requirements for accurately calculating income support <a href=\"https:\/\/en.econostrum.info\/au\/centrelink-payments-for-caravan-nomads\/\" data-type=\"post\" data-id=\"104470\">payments<\/a>. According to the <strong>Department of Social Services<\/strong>, this adjustment will result in around <strong>1.2 million debts<\/strong> being either <strong>waived or not raised<\/strong> during the current financial year.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.ejaustralia.org.au\/\" target=\"_blank\" rel=\"noopener\"><strong>Economic Justice Australia<\/strong><\/a>, a longstanding critic of Centrelink\u2019s debt collection processes, called the change a \u201cgamechanger.\u201d Chief Executive <a href=\"https:\/\/au.linkedin.com\/in\/kate-allingham-a9b333275\" target=\"_blank\" rel=\"noopener\"><strong>Kate Allingham<\/strong><\/a> highlighted the psychological toll of navigating appeals for small debts, noting that the same complex process applies regardless of the amount owed.<\/p>\n\n\n\n<p>The <strong>Australian Council of Social Service<\/strong> and EJA will each receive <strong>$400,000<\/strong> to assist claimants through the compensation process. The government acknowledged that <strong>pursuing small debts often cost more than they recovered<\/strong>, describing the practice as economically inefficient.
