The debate gained momentum after Treasurer Jim Chalmers<\/strong> confirmed in June that he was working with states and territories \u201con the future of road-user charging\u201d for EVs. Tanya Plibersek<\/strong>, Minister for Social Services, described the approach as \u201csensible\u201d and necessary to secure long-term road funding.<\/p>\n\n\n\n

Falling Fuel Excise Revenue Prompts Policy Rethink<\/strong><\/h2>\n\n\n\n

The fuel excise<\/strong>, which is applied to petrol and diesel sales, has long been a significant source of federal revenue. While it is not directly allocated to road construction<\/strong>, according to official statements, it has historically underpinned infrastructure spending. Speaking to Seven\u2019s Sunrise<\/em> programme, Ms Plibersek<\/strong> said: \u201cIt\u2019s no secret that as the number of petrol vehicles and diesel vehicles goes down, the tax from fuel<\/a> excise decreases [and] that means less money for building and maintaining roads.\u201d She noted that states and territories had been exploring this issue for some time.<\/p>\n\n\n\n

According to Mr Chalmers, discussions with state and territory governments are ongoing, though no immediate policy changes are expected. Victoria\u2019s attempt to introduce a 2 cent per kilometre charge for EVs in 2023 was overturned by the High Court, but similar systems have been implemented abroad. Broader Road Tax Could Address Infrastructure Needs<\/strong><\/h2>\n\n\n\n

Supporters of a national road-user tax argue it could ensure all motorists contribute to road maintenance, regardless of vehicle type. Jane Hume<\/strong><\/a>, a Coalition senator, told Sky News<\/em> that a shrinking fuel excise base has put pressure on road upkeep. \u201cWe want to make sure that those EV users <\/strong>are making sure that they\u2019re responsible for road maintenance in the same way that petrol and diesel car users are,\u201d she said.<\/p>\n\n\n\n

Motoring groups have previously called for a move towards road pricing as EV uptake rises.
