In February 2025, Australia saw a record-breaking influx of international students, with 201,490 arrivals on student visas, marking a 15% increase compared to the previous year. This surge defies expectations that tougher immigration policies would curb student numbers.

The new data from the Australian Bureau of Statistics highlights a growing trend of foreign students flocking to Australia despite higher visa fees and more stringent entry requirements.

February’s figures show a substantial rise in student migration, surpassing previous records. As Australia navigates this post-pandemic surge, the continued demand for education presents both economic benefits and significant political challenges.

Migration Surge and Record Student Numbers

According to recent data, Australia now hosts 700,000 international students, the highest number on record. This surge follows the easing of pandemic-related travel restrictions, but it comes despite efforts by the Albanese government to introduce tougher entry measures.

These include increased proof of financial stability, heightened English language proficiency requirements, and a sharp increase in visa application fees—now the highest in the world.

Dr Abul Rizvi, former deputy secretary of the Department of Home Affairs, claims that the government has struggled to control student numbers, with no effective tools in place to limit the influx. 

Critics argue that the current trajectory undermines attempts to manage migration and maintain infrastructure, particularly in urban areas already facing pressure from housing shortages. The Labor government’s position on this issue has become increasingly controversial, especially as migration rates hit historic highs.

Political and Economic Repercussions

While international students provide significant contributions to the Australian economy, they have also become a point of contention in political debates. The rise in student numbers has been linked to the broader issue of migration, which reached a record 528,000 net overseas arrivals in 2022-23. 

This migration boom has stoked concerns about housing affordability and infrastructure, issues that are of growing importance to voters ahead of upcoming elections.

Despite recent shifts in student visa applications, with Phil Honeywood from the International Education Association of Australia noting a 30% drop in new applications this February, it will take time for these figures to impact overall student arrivals. 

As for government officials, Education Minister Jason Clare remains confident that reforms will soon take effect, despite the mixed results thus far.

In this volatile climate, the future of Australia’s student visa programme remains uncertain. While there are still projections of a potential tapering off of demand, experts caution that the sector’s resilience in the face of political uncertainty and stricter regulations suggests continued growth in international student migration in the short term.
