Union for the Mediterranean appoints three new Deputy Secretaries General

MEDITERRANEAN. The Secretariat of the Union for the Mediterranean (UfM) announces the appointment of three new Deputy Secretaries General : Marisa Farrugia, Isidro Antonio González Afonso and Grammenos Mastrojeni. They succeed respectively Laurence Païs, Miguel Garcia-Herraiz and Jorge Borrego.

Marisa Farrugia holds a doctorate in Arabic and Oriental Studies from the University of Leeds and a master's degree from the University of Toronto (Canada) with a specialisation in international relations and socio-political aspects of the Arab world. She will be responsible for civil and social affairs.

A diplomat, she held several senior positions at the Ministry of Foreign Affairs and Foreign Trade Promotion in her country before joining the UfM as special envoy and ambassador to the UfM Secretariat in August 2017 as head of external relations, Mediterranean affairs and the Mena region (Middle East and North Africa).

Isidro Antonio González Afonso will hold the post of Under-Secretary General for Water, Environment and the Blue Economy. This Spanish diplomat has worked at the Spanish Ministry of Foreign Affairs, the European Union and Cooperation for eighteen years. He then became an expert and senior adviser in several offices of the Minister of Foreign Affairs in Madrid and then at the Spanish Embassy in Rabat.

Isidro Antonio González Afonso holds a degree in Political Science and Sociology from the Complutense University of Madrid, in Law from the Uned (Universidad Nacional de Educación a Distancia) and an Executive Master's Degree in Conflict Management and Resolution from the Department of Conflict Negotiation at Harvard University. He has worked at the Permanent Mission of Spain to the Organization for Security and Cooperation in Europe (OSCE) in Vienna and was a member of the Spanish Presidency team in 2007. He has also been deputy head of mission at the Spanish embassy in Nicosia and assigned to the Spanish diplomatic service in the Republic of Cyprus, Jerusalem and also in Mauritania.

Appointed Deputy Secretary General for Energy and Climate Action, Grammenos Mastrojeni is an Italian diplomat, professor and writer. He has taught sustainable development and conflict resolution at various Italian and foreign universities. In 2009, the University of Ottawa in Canada entrusted him with the first university course on the themes of environment, resources and geostrategy.

Before joining the UfM, he was coordinator for the environment and responsible for the science-policy interface at the Italian Development Cooperation. Grammenos Mastrojeni is also president of Isola della Sestenibilita, the largest Italian association for education for sustainable development, and president of the United Nations Mountain Partnership and co-chair of the Global Partnership for Islands.
