Pôle emploi Provence-Alpes-Côte d'Azur is the driving force behind France-Italy mobility

Pôle emploi is multiplying initiatives that bring together companies, unemployed people and employment service providers to develop labor exchanges between France and Italy.

Pôle emploi Provence-Alpes-Côte d'Azur is conducting numerous experiments in international mobility to meet the diverse needs of job seekers. These actions are part of the MA.R.E project (MArché transfrontalier du travail et Réseau des services pour l'Emploi) which, since 2019, has brought together the employment players of PACA, Corsica, Tuscany, Sardinia and Liguria.
For example, the aim is to set up a Franco-Italian operational network of employment actors to strengthen the labor market in the cooperation area. Pôle emploi Provence-Alpes-Côte d'Azur has launched an internal "Ideathon" to define the outline. 

This cross-border network would bring together public and private players working to get people back to work (placement, companies, compensation, etc.). A tool for cooperation and sponsorship, it could run a platform designed to bring together companies in the five regions and job seekers wishing to move abroad. This system would facilitate the transfer of skills and manpower and limit the effects of competition between nationals and seconded workers. The network would conduct flagship actions of detection, the implementation of common employment policies, support the sectors in tension by concerted actions of recruitment, training, discovery of mobility, by webinars, exchanges.

Skills development

To facilitate the matching of supply and demand, to support the economic recovery and the recruitment needs of employers, Pôle emploi Provence-Alpes-Côte d'Azur has conducted two experimental skills development actions as part of the MA.R.E project, "Cross-border Skills Passport MA.R.E" from September 2021 to April 2022, and "Cross-border Soft Skills Passport from October 2021 to March 2022".

They follow on from the work carried out on the "Vademecum of profiles and associated training paths", which aimed to examine in greater depth the skills requirements to cope with the future transformations of the "green" and "blue" sectors in France and Italy. Pôle emploi offered 84 trainees innovative, tailor-made training courses focused on the expectations of companies and concrete job opportunities in the green and blue sectors of the French-Italian market. 
The "MA.R.E. Cross-border Skills Passport" targets the discovery of jobs and employment opportunities in the green and blue sectors in terms of Franco-Italian mobility.  It is a first approach to "soft skills", centered on professional posture, completed by language training.

The "Cross-border Soft Skills Passport" is the next step. It concerns the development of soft skills (organization, autonomy, teamwork, etc.) sought by employers. It focuses on the evaluation, reinforcement and validation of soft skills (professional know-how: relational intelligence, communication skills, etc.) expected on the Franco-Italian job market. Organized in the Alpes Maritimes and the Var, it used innovative tools to facilitate active teaching: digital platform, serious game, virtual or augmented reality, theatrical and artistic expression, video studio...

"Expertises of the future"

To overcome the recruitment difficulties arising from the post-Covid crisis, Pôle emploi Provence-Alpes-Côte d'Azur has come up with "Expertises d'avenir". This initiative mobilized Pôle emploi around eleven job-generating sectors: agriculture - food processing, construction - public works, trade, energy, industry, maritime, digital, health - personal services, security - defense, hotels - restaurants - tourism, and logistics transport. It organizes a network for each sector, with Pôle emploi experts and economic players in the sector (federations, competitiveness clusters, etc.). The objective is to strengthen the understanding of needs and issues in order to develop concrete and innovative solutions to recruitment difficulties.

This system could also be deployed in a new European cooperation zone.
