Phoenix Opens $3.15 Million Relief Program for Residents Who Lost SNAP Benefits

After major SNAP disruptions affected households across Arizona, Phoenix has introduced a new aid program for residents who lost benefits. Phoenix residents who lost their full Supplemental Nutrition Assistance Program (SNAP) benefits after federal program changes in 2025 can now apply for a one-time crisis assistance program created by the city. The initiative offers financial support to eligible households facing higher pressure on their budgets after their food assistance ended.

The City of Phoenix opened applications on July 6, 2026, for a program designed to help affected families manage short-term expenses. The assistance is available while funding remains, with households able to receive support only once during the program period.

Phoenix Provides Targeted Assistance for Affected Households

The Targeted One-Time Crisis Assistance Program was created for households that experienced a complete loss of SNAP assistance on or after October 1, 2025. Eligible applicants may receive up to $700 in support, including $600 for utility expenses and $100 for transportation costs.

According to the City of Phoenix, the program was funded through the city council’s fiscal year 2026-2027 budget, which allocated $3.15 million to support families affected by federal program changes. The funding is intended to provide temporary assistance and help households manage basic expenses while maintaining more income for food purchases.

Jacqueline Edwards, Human Services Director for the City of Phoenix, said the program is focused on helping families maintain stability after losing SNAP benefits. She explained that covering utility expenses may allow households to use more of their remaining income to purchase food closer to their homes.

The program follows interruptions to SNAP benefits experienced by hundreds of thousands of Arizona residents in the fall of 2025. Arizona officials, including Senator Ruben Gallego and Attorney General Kris Mayes, had called for the restoration of funding and measures to prevent further losses after those disruptions.

Eligibility Requirements and Application Details

Residents must meet several requirements to receive assistance through the city program. Applicants must currently live within the City of Phoenix or receive Phoenix Water Services. They must also provide a valid photo identification document, a SNAP case number, and a utility account number during the application process.

According to city officials, applications will remain open until the available funding has been used. Each qualifying household may receive the assistance one time between July 6, 2026, and the end of the program’s funding availability.

Edwards said the program is intended to help families redirect part of their household budgets toward purchasing food that meets their needs. The city’s stated goal is to provide short-term financial relief for residents who experienced a complete loss of SNAP benefits.

The assistance program represents a local response to the impact of changes affecting federal food support. While the city program does not restore SNAP benefits, it provides limited financial support for certain expenses among qualifying Phoenix households. According to the City of Phoenix, residents seeking more information or wishing to apply can access details through the city’s official website. Applications will continue to be accepted until program resources are exhausted.
