Connecticut’s Office of Higher Education has relaunched its Student Loan Reimbursement Program, offering a fresh opportunity for residents burdened by student debt. Starting this Friday, eligible individuals can apply for up to $20,000 in reimbursement over a four-year period, as the state seeks to ease financial pressures and retain talent within its workforce. With expanded eligibility and a streamlined process, this initiative aims to provide much-needed relief to more residents.
The reopening of the program is a response to growing concerns about the impact of student loan debt on financial stability, with many residents facing challenges in terms of homeownership, saving for retirement, and overall economic mobility. According to Noele Kidney, Director of Communications at the Office of Higher Education, “It’s an investment in people who want to stay in Connecticut, who go to college here, who attend school here and who stay here and work here.”
Broadening Access to Financial Relief
The revised program includes several key changes aimed at increasing accessibility for more borrowers. With new provisions that expand eligibility, the state now allows a wider range of educational credentials to qualify for reimbursement. Additionally, those who completed volunteer work or were affected by the closure of Stone Academy are now eligible, provided they did not receive refunds or join the official teach-out plan.
As the program has now been made more inclusive, the number of potential applicants has increased significantly. According to Commissioner Timothy Larson, “This expansion ensures that we are reaching more of the hardworking Connecticut residents who need relief.” The state’s aim is to support individuals in their professional and personal growth, reducing the financial barriers that student loans can impose.
With an estimated $8 million in funding available through December 2025, the program follows a first-come, first-served approach, meaning timely applications are critical to securing support.
Key Eligibility Requirements and How to Apply
To qualify for the reimbursement, applicants must meet several criteria, including being a Connecticut resident for at least five consecutive years. Additionally, they must have attended a Connecticut college or earned a professional licence from an accredited in-state programme. A commitment to community service is also required, with applicants needing to complete at least 50 hours of volunteer work.
The application process is accessible through the CT Scholars portal, where applicants must submit relevant documentation such as proof of residency, educational credentials, volunteer service records, and student loan statements. Once approved, borrowers can receive up to $5,000 per year, with a maximum total of $20,000 across four years.
